Richard met a notaio this evening - Dottore "Marco." (Richard told me not to use his real name in the blog, but this notaio was recommended by more than one American who has recently purchased property.)
The 10% tax for foreigners exists; it has existed for quite some time. People in our community have been able to avoid it until recently. The tax office in the province of Vicenza has just recently (one and half months ago) given the law a different interpretation. This new interpretation means we are subject to the tax. The tax is on the value registered with the city, which is a lot less than the appraised or purchase price. Interpretation of law is a difficult thing in Italy.
Good news: in the grand scheme of things, the total bill for the notaio, including his fees and the taxes, is about the same as our August 2007 estimate. (Strange, but true.)
